The FESP are a set of actions and capacities aimed at protecting and improving the health of the population. There are a set of indicators and criteria that help us determine which aspects of public health practice need to be strengthened. Purpose: to update and elaborate the standards of FESP N°3 in order to test them.
A descriptive and qualitative method was carried out. The instrument includes 11 sections, one for each FESP. Each one of them forms the indicators (3 to 6 per function). The indicators include: a standard, a set of measurements that verify their performance. They are expressed in a fulfillment percentage, according to the response to a series of measurements that allow dichotomous answers (yes or no).
A number of indicators have been updated. These are: “Building sectorial and extra- sectorial partnerships for health promotion”, “Refocusing social services on health promotion”, and “Regulations and interventions focused on health-promoting behaviors and healthy environments”. On the other hand, the followings standards were updated: the Five-Year Strategic Plan, the Unit of Support, POA 2022, and the 2021 Health Promotion Schedule. The evaluation and measurement of FESP N° 3 was carried out and achieved a compliance level of 88%. Performance level: excellent results.
The measurement tool has helped us quantify, improve and achieve good results in the fulfillment of the goals and programs of SP and PS. It has also helped to improve capacity and available sources to strengthen public health.
