Author Biography

Celso Lafer

He holds a law degree from the Law School of the University of São Paulo (1964), a master's degree in Political Science from Cornell University (1967) and a PhD in Political Science from Cornell University (1970).

He was a full member of the Deliberative Council of the Institute of International Relations (IRI) of USP (2005-2011). From 2007 to 2015, he chaired FAPESP - São Paulo Research Foundation. He is a member of the Deliberative Council of the Institute of Advanced Studies of USP until December 2021.

He was Secretary of State for Foreign Affairs in 1992 and, in that capacity, ex-officio Vice-President of the United Nations Conference on Environment and Development, Rio-92. In his second term at Itamaraty (2001-2002) he headed the Brazilian delegation to the WTO Ministerial Conference in Doha, which launched the Doha Round. In 1999 he was Secretary of State for Development, Industry and Trade. From 1995 to 1998 he was Ambassador, Head of the Permanent Mission of Brazil to the United Nations and the World Trade Organization in Geneva.
