Abstract

One of the Argentine industry's historical problems was its lack of steel. Even though its production increased significantly as from the second post-war, it only managed to inaugurate its first integrated iron and steel making industry in I960 with SOMISA in San Nicolás. Therefore, when it began to function, it was already overrun by new demands. Therefore, a new steel making pole became necessary and Techint's Propulsora Siderúrgica project aimed at that. The reasons that deterred its fulfilment are analyzed in the context of the sector's evolution and the policies applied, as well as the Rocca family business experience in the matter and its achievements as a flat steel rolling mill. The hypothesis is that the corporative policy of the Dirección General de Fabricaciones Militares tended to reject all the projects that could weaken SOMISA. 'S hegemony, regardless of the consequences. Nonetheless, although only as a rolling mill, Propulsora gained knowledge in the areas of production, organization and staf f training, contributing to the nationalization of Organización Techint's management.
