Intersectoriality and State-civil society relations in housing policy under the Kirchner administrations

Abstract

This paper aims to describe the way in which housing has been addressed from the social policies implemented by the national executive during the Kirchnerist governments (2003-2015). We will review the status granted to civil society and territorial mediations in sectoral policies, for which we will conduct a brief historical review to describe the particular gravitation of non-state forms of resolution of housing problems in our country. Then, we will examine the renewed interest in community networks during the 1990s and how this debate resulted in housing policies. Finally, we describe the ruptures and continuities around the participation of civil society and the link between social policies focused-work and housing policies based on the notion of intersectorality.
