This article aims to identify the information needs of users attending the nº 33 “General Manuel Belgrano’’ Popular Public Library, located in the neighborhood "La Liguria", at the city of Resistencia, Province of Chaco, Argentina. Its location, products and services encourage, mainly, users who live in neighboring areas. Methodologically, we started from a qualitative research logic, in order to be able to characterize certain factors that condition the behavior of the users of this information unit, from the identification of its internal and external factors, triangulating three information gathering instruments: the survey, the interview and aspects of the NEIN Model fromVillaseñor Rodríguez & Calva González (2016). After the application of these strategies, it was concluded that public and popular libraries contribute to the access to information of their public and that the library studied, in particular, inspires citizenship, from the provision of community services, but also encourages the use of its library services, adhering increasingly loyal users and adding value to the history of the neighborhood where it is located.
