Más acá de la transferencia. Las funciones sociales latentes de la transferencia tecnológica
Abstract
In Argentina, the importance of linkage (VT) and technology transfer (TT) activities has been addressed by various antecedents, mainly since the return to democracy. However, despite a certain discursive consensus, the number of actions undertaken by government and universities does not correlate with the results in terms of effectiveness: the impact of these actions on the productive sector and the spill expected in society, distance themselves from the proposals and efforts made. In this paper, we propose an alternative interpretation of the actions of VT and TT with the intention of not pigeonnholeing them according to their usefulness and impact on external actors. Based on the local bibliography, which shows important degrees of associativity, added to the experience of working in VT and TT projects at UNLPam, we propose to complement the interpretation of VT and TT actions in public universities. Although this impact continues to be an explicit and necessary objective, there is evidence of aspects that have been neglected when interpreting and evaluating this function. Variables such as the type of VT and TT actions, the degree of associativity, the diversity of actors and the use of the UVTs as an institutional meeting point, are features that escape the bureaucratic and institutional logic of the faculties and other institutional arrangements. Among other aspects, they are possible catalysts of TT and VT processes within institutions that would otherwise be complex to specify and mature.
