La Conferencia Regional de Educación Superior (CRES) es uno de los eventos, sino el más importante, del Sistema de Educación Superior de América Latina y el Caribe, y marca los lineamientos en relación con la agenda del sector. La declaración final de la CRES 2008 sentó un antecedente de relevancia al afirmar que la Educación Superior es “un bien público social, un derecho humano y universal y un deber del Estado”. Lejos de ser una simple consigna, marca un giro conceptual de las políticas de Educación Superior desde la perspectiva de los derechos, de la democratización del conocimiento y la centralidad estatal para cumplir con estos principios.
