Abstract

In its 25 years of history, MERCOSUR has been the expression of an economic, political, cultural and legal-institutional geography on which various projects
that have striven for hegemony in South America have taken shape. This article
develops this idea by laying out three forms of consensus, or sets of ideas and policies, that have successively struggled for prevalence in the various eras that the region has gone through - with an uncertain outcome in the case of the latest one. The major contradiction, today as in the past, is that between an autonomous integration project and a deeply dependent integration project.
