A. Focus and Scope

 Revista de Economía y Estadística (ISSN 0034-8066 paper version; ISSN 2451-7321 online) is a refereed academic journal, published since 1939 by the Instituto de Economía y Finanzas of the Facultad de Ciencias Económicas, Universidad Nacional de Córdoba. It is a refereed journal that publishes academic papers in Spanish, English or Portuguese on an annual basis.

Revista de Economía y Estadística publishes original and unpublished papers of a theoretical or empirical nature, with no restrictions other than their academic quality. Its objective is to contribute to the knowledge and dissemination of economic issues, of the Argentine and Latin American economic reality and policy, following the tradition of the publication, with emphasis on issues related to human development.

Revista de Economía y Estadística, through the publication of unpublished, relevant, quality and anonymously refereed papers (bouble-blind-review), is aimed at researchers, students, academics and professionals interested in recent research in the area of economics in Argentina and Latin America.

Revista de Economía y Estadística favors the publication of intellectual production originating in academic or technological research, which in its dissemination follows the format of research, reflection and review, which follows a rigorous methodology and generates genuine contributions in the area of economic sciences.

The journal is published in paper and digital format.

The reception of contributions is open all year round, with December being the month of publication of each new edition. Contributions that do not conform to the journal's standards will not be sent for review. The journal publishes contributions in Spanish, English or Portuguese.

The journal reserves the right to accept or not the contributions received, in accordance with its thematic scope and in compliance with its editorial standards.

The opinions expressed by the authors of the papers are their sole responsibility.

Revista de Economía y Estadística is open access on the Internet under the Creative Commons Attribution-NonCommercial-NoDerivatives 4.0 International license and does not charge processing and publication fees.

Revista de Economía y Estadística does not charge for publication and does not pay external peer reviewers.

 

B. Editorial Process

Manuscripts submitted to the Revista de Economía y Estadística are first reviewed by the Editor to consider their suitability for possible publication. Manuscripts that do not correspond to the subject matter of the journal, do not comply with its code of ethics, do not make a significant contribution to the literature, lack originality or clearly do not meet the minimum quality standards required are rejected without the need to send the manuscript for review. This rapid rejection process means that authors receive a quick decision and do not need to wait for the review process to be completed.

When the first assessment is positive, papers are peer-reviewed by external peer reviewers from outside our editorial team. Peer reviewers are selected according to their expertise in the topics covered by each paper. The refereeing is double-blind (bouble-blind-review), preserving the anonymity of authors and reviewers. The evaluation system aims to be as transparent as possible, which is why the reviewers' reports are sent to the authors, without the confidential part or the data that would allow them to be identified. If necessary, formal corrections are made while respecting the content. If the referees request the authors to make changes, this second version is sent back to the referees for approval. In cases of conflicting reviews, a third opinion will be requested. The result of the evaluation is communicated via e-mail to the author. No appeal is possible against the final decision.

The Editorial Board of the Revista de Economía y Estadística are ultimately responsible for the decision to publish the papers received. The Editors are bound by the publication criteria of the journal and the legal requirements related to copyright infringement and plagiarism.

In the process of style revision, the journal reserves the right to make minor adjustments to the titles of papers, as well as minor corrections to the wording, translations and abstracts, although the general policy will be to consult authors on these matters.

 

C. External Peer Review Process

For the evaluation of the contributions received, the journal uses the double-blind peer review process.

In all cases, the papers are evaluated by specialists in the area in which the research is included (both external to the editorial unit).

The regular peer review process takes approximately four to six months. Possible opinions are:

  1. A) Publication without correction is recommended.
  2. B) Publication with corrections is recommended.
  3. D) Publication is not recommended.

These opinions are always issued on the basis of relevant rationale. The evaluation should take into account aspects such as: the originality of the content, conceptual rigour, relevance and topicality of the debate, theoretical and/or methodological contributions, clarity and coherence of the argumentative structure.

When the reviewers indicate the need to make modifications for the eventual acceptance of the paper, these will be communicated to the authors, who must undertake to make them within a period of no more than 60 days.

If the opinions issued by the reviewers give rise to controversy, the paper could be sent to an additional  referee. If necessary, the journal management will mediate to reach a final decision.

 

D. Statement of Ethics and Best Practices

Revista de Economía y Estadística abides by the COPE Guide to Good Practice for Journal Editors (https://publicationethics.org/resources/guidelines).

Falsification or fabrication of data, plagiarism, including duplicate publication of authors' own research without proper citation, and misappropriation of research are unacceptable practices. Any cases of ethical or publication malpractice will be seriously evaluated and sanctioned.

1. Publication decisions

The Editorial Directors of the Revista de Economía y Estadística are ultimately responsible for the decision to publish the papers received. The editors must abide by the publication criteria of the journal and the legal requirements regarding copyright infringement and plagiarism.

  • Non-discrimination (fair play)
    The Editors will at all times during the evaluation process consider only the intellectual content of the papers and will not allow aspects related to race, gender, religious beliefs, citizenship, ethnicity or political philosophy of the authors to affect their decisions.
  • Confidentiality
    Neither the Editorial Directors nor the editorial staff of the journal may disclose information concerning submitted manuscripts to anyone other than the author, reviewers, potential reviewers, and others involved in the publication process.
  • Conflicts of interest
    Unpublished materials may not be used in the Editorial Editors' own research without the express written consent of the author.

It is the responsibility of the Editorial Directors to duly inform the authors of the stage of the editorial process in which the submitted text is at, as well as of the resolutions of the opinion.

2. Obligations of reviewers and referees

  • Contribution to editorial decisions
    Reviewers will assist the Editors in editorial decisions and will collaborate with the author to improve their research, if necessary.
  • Punctuality
    Any selected reviewer who feels that he or she is not qualified to review the proposed paper or who is unable to complete the review within the deadline should notify the Editorial Directors.
  • Confidentiality
    Any manuscript received by the reviewer must be treated as a confidential document. It must not be shown to or discussed with anyone, unless authorized by the Editorial Directors.
  • Standards of objectivity
    Evaluations must be carried out with complete objectivity. Personal criticism of the author is inappropriate. Reviewers should express their reviews clearly, making arguments in a constructive tone.
  • Acknowledgement of sources
    Wherever possible, reviewers should identify relevant publications that have not been cited by the authors and should be included. Reviewers should also advise the editor of any substantial similarities between the manuscript and any other publications of which they are aware.
  • Conflict of interest
    Privileged information obtained in the review process should be considered confidential and not be used for personal advantage. Reviewers may not evaluate manuscripts that are in conflict of interest because of competitive, collaborative, or other connected relationships with the authors or institutions associated with the paper in question.

3. Obligations of authors

  • Requirements for submission of papers
    Authors must submit original, unpublished and scientifically rigorous papers. The research must contain sufficient references to enable the reviewers to carry out their arguments. Overt fraud constitutes unethical behavior and is unacceptable.
  • Personal details
    Authors must provide their contact details to be used during the evaluation process and, where appropriate, for the publication of the paper.
  • Originality and plagiarism
    Authors undertake to submit original and unpublished papers and to properly cite works or quotations from others if they use them, in accordance with the journal's citation guidelines. Plagiarism in all its forms constitutes unethical editorial conduct and is unacceptable. Accordingly, any manuscript that engages in plagiarism will be removed and will not be considered for publication.
  • Multiple or redundant publications
    As a general rule, the author may not publish papers containing the same results already published in other papers. Submitting the same manuscript to more than one journal constitutes unethical behavior and is unacceptable.
  • Acknowledgement of sources
    Authors are expected to give appropriate acknowledgement of the bibliographical sources that have made their paper possible.
  • Authorship
    Authorship will be limited to those who have made a contribution to the conception, design and execution of the paper. All those who have made a significant contribution should be listed as co-authors. Where appropriate, other participants involved to a lesser extent in the project should be listed as contributors in a footnote.

The author is responsible for ensuring that co-authors are included in the paper and that they have given their approval to the final version of the manuscript. Revista de Economía y Estadística declines any responsibility for possible conflicts arising from the authorship of the papers published in.

  • Responsibility

Authors of papers must declare that the research has been carried out in an ethical and responsible manner and always in accordance with the relevant laws.

  • Clarity
    The results of the study should be explained clearly and honestly and the methods of the research should be described unambiguously so that the results can be confirmed by others.
  • Conflict of interest
    Authors must disclose in their manuscript any conflict of interest that may affect the evaluation of their research. The sources of funding for the project that has given rise to the paper must also be mentioned.

  • Fundamental errors in published paper
    When an author discovers a major error in his/her published paper, it is his/her obligation to promptly communicate this fact to the journal editor and to cooperate with him/her in the withdrawal or correction of the paper.

Revista de Economía y Estadística is licensed under a Creative Commons Attribution-NonCommercial-NoDerivs 4.0 International License. The intellectual property of the papers belongs to the authors; the author assigns the editing and publication rights to the Revista de Economía y Estadística of the Instituto de Economía y Finanzas, Facultad de Ciencias Económicas, Universidad Nacional de Córdoba, Argentina. Revista de Economía y Estadística reserves the right of publication in print, electronic and any other form, in all languages.

F. Open Access Policy

Acceptance of the manuscript by the journal implies no simultaneous submission to other journals or publishing sites and the non-exclusive transfer of the authors' economic rights in favor of the publisher, who allows reuse, after publication (postprint), under the Creative Commons Attribution-NonCommercial-NoDerivatives 4.0 International License. The paper may be shared, copied, distributed, performed and publicly communicated, provided that: a) authorship and the original source of publication (journal, publisher and URL of the paper) are cited; b) it is not used for commercial purposes; c) it is not altered, transformed or a derivative research is not generated from the original paper.

The assignment of non-exclusive rights also implies the author's authorisation for the paper to be deposited in the institutional repository: Portal de Revistas de la Universidad Nacional de Córdoba and Instituto de Economía y Finanzas; and disseminated through the databases that the publisher considers appropriate for indexing, with the aim to increase the visibility of the publication and its authors.

The institution promotes and supports the movement of open access to knowledge as a common good, so the journal provides free and immediate access to its content and its editions are free of charge for both the author and the reader, under the principle that offering scientific and academic production to society in general, without restrictions, contributes to a greater exchange of global knowledge.

G. Plagiarism and self-plagiarism policy

Revista de Economía y Estadística publishes original research, which has not been previously published and is not under consideration by other publishing sites, in whole or in part.

All submitted papers will be thoroughly checked for plagiarism or self-plagiarism. Plagiarism is considered when authorship is omitted or not cited and/or when minimal changes are made to a third party's text and it is presented as original, or when there is a reference to original authorship, but the source pages are inaccurately marked. Self-plagiarism is considered when a paper is changed in appearance and presented as if it were a different research, or when the indication that the research is a new version of another one that has already been published is omitted.

Given the limitations of automatic plagiarism detection programs in Spanish, and in order to address broader aspects of plagiarism practices, the journal implements the following procedure:

- When submitting the paper, authors are asked to declare that the paper has not been previously published or sent to other journals for evaluation and that they have followed the Guidelines for Authors, which state that papers submitted must be original.

- Upon receipt of the paper, the editor uses Internet search tools in order to trace and compare data, results and writing aspects in other production by the same or different authors in order to corroborate originality and avoid plagiarism practices.

- When submitting the paper for review, reviewers are asked, based on their knowledge of the sources and literature on the subject, to alert the journal to possible indicators of plagiarism with research previously published in other sources.

If plagiarism or self-plagiarism is detected, evidence of plagiarism will be sent to the author and a response will be requested. If this is not satisfactory, the manuscript will be rejected and no new papers will be received from this author for a period of three years.

 

H. Periodicity

Revista de Economía y Estadística is a refereed academic journal published annually in December of each year.

Papers are published, individually and in sequential order, in the current year's edition.
Reception of papers is permanently open.

This journal uses the LOCKSS system to create a distributed archive among participating libraries, allowing these libraries to create permanent archives of the journal for preservation and restoration purposes. More information

 

K. Preservation Policy

The materials published in this journal are deposited in the Journal's Website of Universidad Nacional de Córdoba, the institutional repository of Universidad Nacional de Córdoba. Automatic backups and remote copies, format adjustments, integrity checks and other activities required to ensure digital preservation are carried out through this repository.

Interoperability protocol
All the publications of the Journal Website of Universidad Nacional de Córdoba incorporate interoperability protocols that allow their contents to be harvested by other distribution systems, such as digital repositories and harvesters. Journals published through OJS (Open Journals System 3.1.2.4) incorporate the interoperability protocol OAI-PMH (Open Archive Initiative-Protocol for Metadata Harvesting) with the possibility of obtaining different formats for metadata.
