El Libro Blanco del Consejo Nacional de Educación Superior (CONES) surge en un momento donde la ES (Educación superior) en Paraguay confronta una serie de desafíos y demandas por parte de la sociedad en torno al mejoramiento de la educación. En este contexto, la publicación incursiona en temas referentes al camino recorrido, considerando las tendencias, la historia, los debates y los lineamientos estratégicos que se generaron a partir de congresos realizados en diferentes puntos del país.
