Abstract

The second stage analysis in an efficiency study considering environmental variables is based on the idea that the environment in which a DMU operates influences its results, although that environment is not controllable by the DMU. This type of study intends that the efficiency index that is finally assigned refers to the results of the production process for which the DMU may be responsible. In this case, the efficiency of 22 publicly managed hospitals in the province of Córdoba, considering two different empirical models, is evaluated. The observed environmental variables are synthesized into two main components that summarize the fundamental socio-economic characteristics of the potential beneficiary population. The results of the non-parametric methods applied reveal that productivity, with respect to bed input, is lower in relation to personal input; that most of the average inefficiency can be attributed to the management of the DMU and that; between the two methods applied, one appears more equitable, allowing units that operates in true unfavorable environments to reach the frontier, while raising the efficiency level of all DMUs in the inefficient subset.
