Abstract

The birth of an economy where international and extra-regional exchanges multiply, the current spatial configuration ceases to be functional, and a pressure is born in favor of a redistribution of decision-making powers for the benefit of "larger" territorial organizations. It is not easy for institutions, or for people, to adapt to new realities, but if it is not achieved quickly, higher and higher social costs will be paid. It is our task as a society, through the rulers, to organize our productive apparatus in «new regions», which give the possibility of strategic planning, to face this emerging world economic reality with superior possibilities of success.
