Abstract

The paper contains a new revisión of two important contributions from the Professor Richard M. Bird (1938-2021) on fiscal federalism and federal finance and also on the spending power in federal countries, considering its importance and substantive implicances for other federal cases and particularly in the one of Argentina. Closing, we present very brief concluding remarks.
