Abstract

The reform, which should have been approached as a matter of transcendental importance, has been treated without due care; it has lacked in the work of the commission the more or less strict application of a scientific method; it has not drawn the desirable advantages from the distribution of time and the establishment of innovations tending to eliminate known vices and to create order, discipline and method in corporate work; it is fragmentary and incomplete, but, nevertheless, plausible because of the wisdom of the innovations introduced.

    Guillermo Rothe (Villa del Totoral, December 10, 1879 - Buenos Aires, January 22, 1959) was an Argentine conservative politician, university professor and lawyer, member of the National Democratic Party, who was a founding member and president of the Jockey Club Córdoba, councilman of the city of Córdoba, Civil Judge, State Prosecutor of the Province of Córdoba, Deputy of the Argentine Nation for two terms, Vice Chancellor of the National University of Córdoba, member and president of the Superior Court of Justice of Córdoba, Federal Comptroller in Santa Fe, twice Minister of Justice and Public Instruction of the Argentine Nation, Senator of the Argentine Nation for Córdoba and Minister of Foreign Affairs and Worship of the Argentine Nation.
