Abstract

This paper contains a study of the reform of the Constitution of Cordoba in 1987, with an integrative perspective of law, who searches –beyond the articles of the legal document– the “living Constitution” and wealth of institutional experience, strength power and constituent events that impacted the province and draft government plan designed by the amendment. The emphasis is put on the role assumed by the political parties, key institutions of the democratic system in the dynamic transactional –partly explicit and partly implicit– that allowed the incorporation of re-election of the Governor.

Abogado (UNC). Profesor Adjunto en la UTN-Facultad Regional San Francisco. Premiado por la Academia Nacional de Derecho y Ciencias Sociales de Córdoba en 1998 (con coautor) y 2002. Profesor Adjunto en la FCM UNC. Profesor ayudante en la cátedra “Derecho Público Provincial y Municipal” (FDyCS UNC). Actualmente se desempeña como Secretario de Coordinación y Gobierno de la Provincia de Córdoba.
