Resumen

All through the 90´s Sub-Saharan Africa has been characterized by a
combination of democratic openings and the application of programs
of structural adjustment. According to many expectations, the combination
“democracy - structural adjustment” was the way out to achieve
both governability and a sustained development of the region.
Debates about this issue and the results of the “democracy of adjustment”
are open and contradictory.
This research aims at a preliminary definition of concurrent components
and factors from the historical viewpoint which, in accordance
with this performance, has had some influence on the binomial “governability
- democracy” in Africa.
